Theme: How Prefab can meet the needs of regional tourism and regional affordable housing in Western Australia
At this event we will be discussing how modular construction can meet the growing need for regional affordable housing and regional tourism accommodation in Western Australia.
We will look at the example of Fleetwood Australia, the ASX-listed company that began as a caravan manufacturer and now are specialists in modular building supplying both residential and commercial markets.
We will discuss the opportunities available to other caravan manufacturers with the Caravan Industry Association and we will hear Colleen Yates from Regional Development Association Perth about the demand for housing regionally and the opportunity that presents to those in the prefab industry.
We will also discuss the four most critical recommendations from the Prefabrication Industry Roadmap to 2033 as selected by prefabAUS members.

Colleen Yates, CEO, Regional Development Australia – Perth
Colleen Yates, CEO of Regional Development Australia - Perth since 2013, has driven significant business investment and job growth. With initiatives like the economic development strategy for Perth and Peel and the establishment of the Perth DroneHub, she has showcased her ability to turn vision into reality. An MBA graduate from the University of Western Australia, Colleen combines inclusive leadership, strategic thinking, and effective communication to inspire her team to achieve ambitious goals. Her 35-year career spans diverse roles across private, government, and not-for-profit sectors, where she has excelled in implementing change, engaging stakeholders, and simplifying complex challenges, demonstrating her expertise in fostering innovation and development.
Rhys Johnson, Vice President Parks, Caravan Industry Association WA and Director of Mandalay Holiday Resort and Tourist Park
Born and raised in the caravan park industry, Rhys is the General Manager of Mandalay Holiday Resort in Busselton.
Mandalay celebrated 60 years of continuous operation by the Johnson family this year, with Rhys the third generation to continue the family legacy. In 2019 and 2020, Mandalay Holiday Resort was recognized as the highest guest rated caravan park in Australia based on guest reviews and continues to be amongst the highest guest rated parks nationwide.
Rhys is a qualified Mechanical Engineer and is the current Vice President (Parks) for the Caravan Association of Western Australia.
Brad Denison, CEO, Development Solutions Australia and Director, prefabAUS
Brad Denison is a highly experienced and driven senior business leader with a strong financial background. Extensive track record in commercial construction with clients in the government, mining and commercial sectors. Substantial experience in successful multi-party projects, developing innovative capital structuring solutions and implementing significant merger and acquisition transactions.
Brad is a founding director of Development Solutions Australia. DSA solves problems for people or companies looking to develop land or construction projects. Key capabilities are in project finance, offsite construction, and marketing.
Damien Crough, Executive Chair, prefabAUS (MC)
Damien Crough is a founding Director, and sees strong opportunities for the industry to set itself apart by providing low waste, high quality, sustainable and design led alternatives. As Managing Director of Advanced Offsite Group, Damien has been involved a range of medium to high density modular housing projects. He also understands the importance of research and development collaborations following the participation of Unitised Building (UB) in a number of projects with the University of Melbourne exploring issues such as advanced manufacturing technologies and embodied energy.
